That stare that would cripple a normal person doesn't work on a cosmic being like Galactus. He is above such things as a conscience for all the worlds he has had to consume to keep his never ending hunger at bay. He is a force of the Universe, not a 'GUY' or villain. He just IS Galactus and thus cannot be reasoned with or defeated with a trick of the mind.
