If you try to run into the water, the octopus are waiting for you. Best just to go to the park and deal with the giant mutated ants. They at least can be reasoned with.

Are you kidding? Ants are the worst cause they work together. I'd rather flee to the gardens and deal with the Snail of Mystery.

Yes it does. It also does a variation on the classic sawing the woman in half, where it saws itself.
