He's Been Everywhere

I have made it my mission in life to track this cop through time and stop his obsession with pepper spraying whatever and whomever he can. Can the velociraptors be next? He's a menace. I suspect his time travel mechanism is in his hat. Knock off the hat and he is immediately returned to modern day New York and we can fix all the damage he could potentially be doing. Is this what super villains have been reduced to these days? We'll have this one knocked out by the weekend.
