This cupcake reminds me of the episode of 'South Park' where Cartman dressed as Hitler for Halloween. Of course that was offensive to small town sensibilities so the principal whipped him up a nice ghost costume to cover the Hitler one and of course it ending up looking like a KKK member instead. You can just guess Chef's reaction.

Um..wtf micle. I am guessing you are also on the glue this evening.
I think it's a combination of speed and percocets. Thus accounting for the rambling BS plus the hint of self-importance and entitlement.
Kind of like Cartman on cat urine. (If you've seen that episode).
Great, now you've made me hungry....
