How Does Something This Bad Actually Get Made?

I mean at what point in the process does someone turn to the guy next to him and ask what the fuck is going on? Who actually BELIEVED in this project? You are telling me that this was the best idea that people with the ability to actually MAKE a cartoon could come up with? These characters seemed sketched out on JR high school cafeteria napkins. No imagination whatsoever.
