Was The Cop Right Or Wrong?

I have seen most all episodes of COPS so I know that when the Police pass a guy walking along the road with an automatic weapon THEY STOP AND DISARM THAT INDIVIDUAL. He was also 'twichy' when he was approached. A guy with a hair trigger temper like that should not be walking around with a gun or two guns as was the case. Good stop, boys in blue.
