They have a net to keep people from jumping from the first to second tier. Then they allow the prisoners to have pool tables and POOL CUES outside in the hallways in front of the cells. The officer then says that assaults with pool cues had risen 60% and he can't understand why. GAH! Have they even considered a pool ball in a sock? How fast can that make a deadly weapon? Oh look, three prisoners just took another prison hostage. And the cops couldn't get in because the prisoners locked the cell door from within.
