Alex Ross paints a comic cover like no one else but does that guy in the back really need to be..well...so effeminate? You want to be a kick ass Nazi supervillian then I think its best to hide your 'orientation'. Not that there is anything wrong with that.

While the rest of those guys are, in fact, Nazi bad guys, the guy in back is the Golden Age Vision so unless he's been retconned into Naziism, he was one of the good guys!
