Batgirl was trained by Batman so she has the tactical advantage but Harley is such a wild card that she would catch Batgirl with a move she never anticipated. Harley is also not afraid to hurt someone and Batgirl would pull back on that. This one is a toss up but I give the win to the hero as much as I love them both.
