Commenting on his costume, Peter Capaldi said: “He’s woven the future from the cloth of the past. Simple, stark, and back to basics. No frills, no scarf, no messing, just 100 percent Rebel Time Lord.” While lead writer and executive producer Steven Moffat added: “New Doctor, new era, and of course new clothes. Monsters of the universe, the vacation is over - Capaldi is suited and booted and coming to get you!”

The red lining is a nice touch.
It's like a cape. I like it very much.
I like it. Need to see it in action, but it works.
Everyone said that Peter Capaldi was going to be a "darker" Doctor, so a black outfit itself all that surprising.
Simple and streamlined is certainly one way to look at it, what with most of the other Doctors having some kind of iconic element in their outfit to make it stand out.
The look reminds me a look of Jon Pertwee's Third Doctor, right down to the "stage magician" hand gesture.

@ Erik
Given that Capaldi is a big fan of the show, that might well be deliberate!
He’s already mimicked a shot of JP’s Doctor and Katy Manning, with Jenna Coleman.
