Sure he was a total numnut who couldn't take over a day care center but the man had some MAD skills in the outfit department. Those are both great looks for a would be military strongman who has never actually been sucessful with a single plan of his. Unless like Serpentor, his own creation turned on him. Yeh I know Doctor Mindbender manipulated the genes but the idea for Serpentor was numnut's from the start.

With the polished mask you can see your own reflection in it when you are talking to him...extra creepy.
