Explain This To Me

How come every time I see that stupid caterpillar from 'Alice in Wonderland' he is just stoned out of his tree? Does he have an addiction problem or something? And is he the right kind of role model for a young girl to be hanging around with? That pervy cat in the tree is one thing but this guy seems like he should be on some neighborhood watch list.
